New update of google play store has solved the problem. Try updating your google play store.

Its a bug in Nougat.

When on roaming google play store is not downloading or updating apps. Its browsing fine and other apps are working fine too..

Hoping for a fix to be released soon. Till then use 9app, amazon apps, apkmirror etc.

Also raise a complain by calling google on customer support.

Does this happen only when your network is in roaming? As its a reported bug to google that google play store isn't downloading and updating apps when connected to mobile data in roaming, the download starts but it never proceeds, is that the case ?

EDIT: Sadly there's no way around this unless you use some other app stores like Amazon, Samsung or aptoide, they'll let you update and download original apps just like Google play store would.
