Google checks your network operator using your sim card. This is how it knows your country. Try removing the sim card and connect to US server via vpn, clear data of google play services and play store application and then open play store. It worked for me a week back.
P.S. we downloaded retailmenot app which is not available for download in USA. Here is the proof :-)
